it is 1: illegal (and congress is holding hearings to make that clear as
the
independent promoter (indie!) used to be never paid attention to at radio
stations until it was found that an indie could funnel money from the label
to the station and get around a loop hole in the payola law.. congress is
closing that loophole.. and anyone doing it will automatically become
(retroactively!) in violation of federal law when that happens... )
it is 2: so small to a station's income potential that it is a joke unless
that
station can hold down greater than average ratings in a market it is still
like it always has been, no listeners, no reason for a label to send
records..
when Martin's 98Rock here had greater than a 3.5 share it could pull
in over 30,000 a month to play new records.. now they are having a hard
time getting the promoter to cough up money at all... and the promoter they
deal with was the one interviewed for ABC News' expose' of payola...
it is 3: immoral.. but inexperienced business people who jumped onto the
broadcasting post deregulation bandwagon were not aware of the literally
horrible stink the practice has to it in the industry so they embraced it
big time as free revenue, especially in corporate multi station ownerships
only to find out
that the inexperience they suffered from was going to put them in prison...
it is 4: anyone who depends upon label funneled promoter money is in
for a rude awakening mid 2003 when it all dries up... and it will.. there
are
numerous bills in congress now pending committee hearings to bring it all
to a halt.. it is payola , plain and simple
and finally 5: it is anathema to the prospect of earning money to have it
paid as a bribe and expect the bribe to be considered dependable revenue
when a bribe is a bribe no matter how it is packaged...
