Establish the precedent that a person running for office cannot be accused of crimes by another person running for office.
That simple premise gives all the defensive doubt needed to mount a defense to charges ranging from improper filing of secrets to sedition to treason.
The REASON for that strategy is not so evident.
Whether you want to characterize reality by dismissing what you cannot accept as a conspiracy theory, or whether you live in the real world you do not know this!
An offensive defense is a strategy employed in business and marketing. In the military such a strategy would be considered a first strike and not defensive at all.
But in politics such a strategy has not been needed until now.
For years, under the Bill Clinton – George Soros created Shadow Government (since its creation in 1993) many people have occupied positions in the government that have changed hands by that occupation. Those people do not work for you. They work for the world’s future. They think.

a: knowledge they are going to be indicted and tried and found guilty and will spend the rest of their lives in prison
b: they can stop that if they can get the propaganda arm of the Democrat Party (the press) to drive home the concept that Trump is bad and Democrats are trying to stop him from being bad. That makes the defense for criminal charges to be that of….. wait for it….

CONVINCE THE PUBLIC (JURY MEMBERS ALL) THAT THE DOUBT THAT TRUMP IS PERSECUTING DEMOCRATS IS BIG ENOUGH TO SWAY CONVICTIONS!
