Back on August 31, 2019 the article Who Is Garland Shreves And Why Is He Moonlighting As Chief Of Staff To Kent Volkmer was published. It has been quite busy ever since. And it felt alone. Like it was abandoned. Like it was forgotten. That ‘why’ needed answering.

So….

“Garland Shreves is accusing the board of violating Open Meeting law at its May 19 meeting and failing to provide the Truth in Taxation notice for its June 9 meeting. Ultimately, he wants to clear out most of the board and unseat the college president.”

“Shreves, chairman of the group Citizens for Fair Taxation (CFFT), said he is taking the case to court himself because he did not want to wait for the complaint process between the County Attorney’s Office and the Attorney General.”

So not wanting to wait: on June 25, 2015 Garland Shreves filed suit to against CENTRAL ARIZONA COLLEGE to get rid of their board. S-1100-CV-201501190 SHREVES VS PINAL CO COMM COLL. Attorney Kent P. Volkmer of the Wallace, Volkmer & Weagant law practice filed the action. It didn’t take long.

“If a judge agrees with that interpretation and affirms the board violated the Truth in Taxation law, the college board would not be allowed to raise the rate at all this fiscal year, which ends June 30, 2016. Superior Court Judge Jason Holmberg will hear the case. The hearing to show cause is set for Aug. 10 at 9 a.m.” For background: “Shreves’ definitive goal and the reason he formed Citizens for Fair Taxation [CFFT] was to remove the other four members of the board: Board President Gladys Christensen (who is said to have had Shreves escorted from a room by an armed guard), Rita Nader, Rick Gibson and Jack Yarrington. He wants to replace them with board members who are fiscally conservative. He said he also wants the college to replace Helmich and Vice President of Finance Chris Wodka.”

Well, after a motion to dismiss: Jan 26, 2016 case is thrown out with prejudice!

Apparently still not wanting to “wait for the complaint process between the County Attorney’s Office and the Attorney General” on May 23, 2016 Volkmer seems to continue to represent Shreves and starts http://kentvolkmer.com to run for County Attorney’s position. He won.

On Jan 3, 2017 Kent Volkmer was sworn in as County Attorney.

He hired Garland Shreves as Chief of Staff.

https://centralaz.edu/about-cac/governance/board-of-governors/ tells us that Board President Gladys Christensen is STILL THE BOSS. Rick Gibson is still there.

So perhaps now we know a bit more about Garland Shreves and why he moonlighting as Chief of Staff to Kent Volkmer. Of course, maybe we don’t it all.
